Liquid nitrogen is very cold. The steam keeps the engine from bogging down.
Steam collapse from the injected nitrogen is instantaneous, producing an

Is a car engine running on compressed air a scam? No. Two of them have already been built and they both ran... a 200% success rate. The only objection to the engine was that it took LOTS OF ELECTRIC POWER to compress the air or nitrogen in the first place, meaning in real terms that it was still causing pollution. My solution to the LN2000 engine was to remove the vehicle's springs and shocks and replace them with a system of air compressors that get squashed by the car body (by it's swinging inertias).
 
My solution to the engine isn't linear; it's multi-level. The power obtained by the engine is megaplied by the injected steam that keeps the engine from being "flash frozen" by the compressed air... so that the full power contained in the nitrogen droplets goes into the engine cylinder. So that what we now have is NO LONGER A WEAK ENGINE BUT A POWERHOUSE DYNAMO. And it doesn't pollute because it is using its own inertias and turning to re-compress the fuel (air or nitrogen).
 
The original LN2000 was funded $360,000 by the Dept. of Energy. Then the prototype failed to go faster than 30 mph. The Dept. of Energy declared it a failed technology and asked for the remainder of their funds be returned.
 
It was not a scam in 1997, and it isn't a scam now. I completed the work begun by Dr. Harold Boese (the "Father of Cryogenics") and Dr. Abraham Hertzberg (who worked with NASA to build the Space Shuttle program).  The result is not a failed technology...
